子どもにとって学校は大切な学びの機会です。同じ指導方法なのに「障害」がある子どもを対象にする場合には特別支援教育、「障害」のない子どもを対象にする場合には通常教育と呼ばれることに違和感はありませんか。教育や福祉において他者に追加した教育や援助を受けるためには、限られた財源の範囲で受給資格のある対象を確定するために、制度としてはやむなく区別のための線が引かれてしまっています。しかし、子どもの生活や学習には、改めて言うまでもなく対象の境界線は存在しません。それでは、各々の子どもが他の子どもに追加して、あるいは他の子どもとは異なる対応を必要とする場合に、どのようにそれを導くことができるでしょうか。その答えに迫る概念のひとつが「特別な教育的ニーズ」です。ある子どもがいる人的・物的環境と、その子どもとの相互作用によって生起する「文脈」に応じて、必要とされる対応の具体的内容は質・量ともに変化します。「特別な教育的ニーズ」は、この様態を表す概念です。この概念研究のために、主にイギリスとデンマークの教育制度をフィールドワークも用いながら検討しています。また、概念成立の基盤となる教育制度の展開を正確に把握するために教育史の視点からも検討をしています。
