2015年に採択されたアディスアベバ行動目標（AAAA）ではSDGs達成のための開発資金として①財政基盤強化による国内公的資金の確保、②内外の民間資金の活用、そして③国際公的資金による官民資金の動員支援が重要であることが改めて確認された。各国のODAと並んで国際公的資金の主たる提供者である国際開発金融機関（MDBs）は日本はじめ各国の政府資金を原資として国際資本市場から資金調達を行い、時々の開発課題に応え、時には批判の対象となることもあったが、自らの役割を進化させながら、上記AAAAで確認された開発資金動員、さらには危機時の緊急資金支援において大きな役割を果たしている。私はアフリカ開発銀行、米州開発銀行、世界銀行での勤務経験を通して開発金融とMDBsの役割について考えて来た。また、MDBsの危機対応に関与する中で開発におけるレジリエンスという観点とリスク管理というアプローチの重要性を認識することになった。こうした分野に加え、財務省勤務で経験した財政、金融、貿易などの諸政策も踏まえて正に総合政策としての国際発展政策という大きなテーマについても考察する。
