国民・住民の生活と公共政策・政府活動との関わりに関心を抱いている。分析手法という表現で言えば，公共財・サービスの特性と資源配分（需要と供給）の分析，公共的な政策決定プロセスに関する分析をベースに考えている。現実の政策テーマから挙げれば，公共事業評価，費用対効果，自治体経営評価，行財政改革，地方分権改革，市町村合併，環境・流域マネジメント，環境・流域ガバナンス，森・川・海総合政策，地域包括的ケアシステムといったことに関心を持ち，研究を進めている。
