Profile
国家間条約によって設立された国際機構の組織および作用を研究対象としている。とくに紛争の平和的解決に向けた国際機構の取り組みとその活動が国際社会、国際政治、国際法に及ぼす法的、政治的影響に着目する。これまでは、人道的な目的を掲げて行われる「人道的干渉」の合法性について検討を行ってきた。また東南アジアの国際機構、会議体の活動が国際社会や東南アジア地域さらに国家の行動に及ぼす影響に関して、「ジェンダーの主流化」に着目し分析した。現在は、移行期正義(transitional justice)と称される、紛争後の社会における国際的な刑事裁判所や真実委員会の機能について研究を進めている。

    Title:北極国際法秩序の構想：科学・環境・海洋・組織
    Project summary:本研究は、北極域に適用される国際規範・組織形成の研究展開を「北極国際法秩序の構想」として体系的に提示することを試み、我が国北極国際法研究を飛躍的に進展させることを目的とする。陸地を支配する領土主権原理と海域を支配する海洋法の二分法的適用関係で北極をみる伝統的国際法観を転回し、北極域を一体的な法秩序圏として認識し具体化する契機が、北極科学、北極環境、そして北極海をめぐる規範形成の中に見られ、北極評議会(AC)がそれを強力に推進している。2015年10月6日に閣議決定された「我が国の北極政策」でも、北極に関する国際的ルール作りに焦点が当てられている。本研究は、これら最新の規範的・組織的動向を国際法学的に緻密に分析しつつ、北極ガバナンスに関する国際関係論の知見を加味して、来るべき北極国際法秩序を大胆に構想する。
