Profile
現在、研究しているテーマは地方分権に相応しい地方税財政のあり方です。地方分権そのものの意義と意味、経済に及ぼす影響等を考察するとともに、地方分権に対応した地方行財政制度や地方自治体経営のあるべき姿について研究しています。とりわけ地方税や地方債の制度と自治体の財政規律の関係、自立的な自治体経営を支える自律のシステムの構築が直近の研究課題です。専攻や研究テーマが実際の政策と関わる部分が大きいため、理論や制度論での研究のほか、総務省の調査研究委員会や兵庫県、愛知県、名古屋市や大阪市などの大都市、阪神間の中小都市の種々の審議会等での仕事を通じて具体的な政策形成のプロセスにも関与し、その経験を研究にフィードバックさせるよう努めています。また、わが国の今後の地方分権改革に示唆の多いと思われるアメリカ連邦制下の州・地方財政についても、全米各地での調査を行っております。
